Technical interest rates are low, so the technical debt is not a big deal.

I've spent most of my software-engineering career so far reducing technical debt, and it's always been a focused effort by folks deeply involved in the project.

Major refactoring, it's probably obvious, is really aided by quick reliable automated testing. Depending on project size and structure, a distributed build system with caching can really pay off. Setting that up, if needed, might be more feasible as a limited-term contribution, but still requires familiarity and concerted effort.
