Question: how skin engines work (skincrafter)? are they redesign controls or they just paint them?

Usually I think people usually make entirely new controls (usually not as separate HWNDs). Generally using a HWND for everything is bad -- HWNDs are global user objects, and you can run out of them. That and they aren't properly composited, usually..
