Why is REAPER's MIDI editor a library (rather than being 'baked' in the main code)?

Legacy decision from making the initial MIDI support a plug-in. Probably a bad decision, but shrug.

initially it was like ".mid is another file type, like .wav or .ogg..." but eventually it became clear it was a lot more than that :)
