What should I do when I turn on the computer for the first time and the speed of opening reaper is very slow?

Yes, it's the Windows system. The core issue here is that most users never encounter this problem, but some people do run into it. In one case, the process gets stuck at Scanning MIDI output devices..., while other users see a different on-screen prompt. Do you think this is a problem with Windows itself, or an issue caused by third-party software — such as antivirus programs installed on the computer, or other installed applications?

Also, aren't plugins cached or something after a cold boot, so that subsequent REAPER starts are noticeably faster? (at least I have this impression...)
