Probably more of the first, but for any latency-sensitive applications (such as realtime audio processing) anything garbage collected would be a very bad idea.

How do you deal in R* development with time/outcome? How do you decide when/if a feature is worth doing?

For me it is mostly a function of what is worth doing for me as a user... i.e. if you made a graph with the X axis representing little work to lots of work, and the Y axis representing how useful I personally would find it and how often I'd use it, I'd be more likely to do it the farther left/top it is...

Is it a big complication to use skinned scrollbars instead of generic Win ones, programming-wise? Hope R gets them everywhere...

For Windows, there are a few bugs in the skinned scrollbars that make it less than ideal to use everywhere, but I guess we should fix those someday... For OSX, it would require quite a bit more work.

It is fine -- there are some libraries which your code must be GPL if you link with them and distribute your binary, but I don't think that's the default.

I think that's up to the author and their license -- I can see arguments for both ways, and the license agreements should make it clear what the policy is and what users should expect, and likewise users should know what to look for.
