If I remember correctly, increasing that field by 1 corresponds with about 1.5dB of gain (+4 = ~6.02dB = 2x amplitude). As for how mp3gain determines the optimal amount of gain to apply, I don't know -- does it look at the gain factors throughout the file, or does it fully decode to PCM? Exercise for the reader...
